    If it is off roster you cannot ship it into California this one would be off roster unfortunately

            I know the Generation 3 rough-textured frame RTF 2 are not on roster even though they are a Glock produced product so you probably want to call a gun store and see if you can ship it and yes California is a hot mess

              So weird... so you guys can buy a complete g17 gen 3 and send it off to let's say Texas for stippling and it's OK but I may not be able to ship an already stippled one?

                    You cannot dros just the lower. You might want to check with your ffl. In the pass I bought G19 gen3 lower on gun broker and have it ship to my ffl and they wouldn’t dros it for me.

                      Interesting. So as a workaround if you already had the complete upper you could technically bring it to the ffl, pop it on and they can dros it?

                        If you are a ca resident and the gun was already registered in CA, you can PPT the lower to another CA resident. But I believe retail sales of pistol lowers is a no no in kommiefornia.

                        So, for example, if the OP is a CA resident, bough the G17, sent to agency for the frame work and now wants to sell the frame, I believe that should be ok. But an FFL cannot sell a new frame to a CA resident, even if it is a stock, unmolested Glock frame.

                          I did that , so I bring my G19 battle worn upper to put on the lower that I bought on gun broker. Ffl still say NO . They say the gun have to be in the original configured. No custom work at all, unless you sale to local and meet up and ppt transfer. Have his upper and your lower face to face ppt.

                            If you drop person to person you both will also need a CA identification and like it was mentioned almost all places I called and most will not do just a lower unless it's an AR stripped lower? I tried to buy a stock G19 gen3 lower from out of state and no one would accept it unless it was complete and numbers matching (factory configuration).
