How do you plan on shipping when there isn't a STI gun on the roster?

The gun is already registered in CA, so I should be able to ship it to a shop for a PP transfer, am I missing something?

Unfortunately you cannot ship it. A PPT transfer can only occur person-to-person at the same physical location.
You can ship it to a non-local FFL only for sale to a roster exempt person. Otherwise your buyer needs to meet you at a local FFL to do the PPT transfer.
