          For "non roster" over the counter sales doesn't one need to be roster exempt ?If this is like the "non roster" sales GSG Learning Institute offers on gun broker they are for roster exempt buyers only hence the low (free state) prices.Also this should probably be in the Vendor/Retailer section.

              GSG is merely advertising for a customer. The store isn't selling the firearm. It is a Private Party Transfer. Therefore the Roster does not apply. The roster only applies to dealer sales, not private parties.
