These technically are. They have nothing machined.

        80%'s need the following:
        Fire control cavity
        Trigger Pin Hole
        Hammer Pin Hole
        Trigger Slot
        Selector Hole

You can do most of the holes with a drill press, it would be nice to have a mill to do the fire control pocket.

Raw Forgings need (to become an 80%):
        front pivot pin hole
        rear pivot pin hole
        rear trigger guard holes
        magazine release hole
        bolt release spring well
        bolt release slot
        safety stops
        magazine release slot
        pistol grip area finishing
rear take down pin hole face
        front pivot pin face
        magazine release button well
        magazine release spring relief
        forward trigger guard hole
        take down pin detent breather
        bolt catch lug holes
        take down pin detent
        buffer tube hole and threading
        buttstock anti-rotation hole
        pivot pin detent hole
        pivot recess
pistol grip mounting hole (drill and tap)
        buffer retainer hole
        charging handle relief
magazine well (this in itself is a fairly long process)
        safety detent
        trigger guard slot
        filing forging seams

No. The OP specified it is a forging, which identifies it as having already been through the forging process.

Essentially molten metal is poured into a mold, or die, and compressed either by pressure or force and whatever metal isn't pressed out assumes the shape of the die halves.

No worries, I thought the same thing the first time I heard of a 0%.
