          A Sig lower probably should be in the accessories since its not serialized.

                    It's not a 516 lower is it? That would make more sense since you're calling it an "AR". If it is then it's compatible with regular AR-15 uppers. I'm not really sure why anyone would build a Sig 556 since all the components would have to be made by Sig. Might as well buy the whole gun.

                            Only the serialized frame is a "firearm"; Sig 556 uppers are serialized, not the lowers.

                              I can't seem to see any Sig 516 available for sale, so I don't think they're released. Plus his title says 556 lower.
                              Someone probably canabalized a 556. Some people mix and match the 556/551 stuff.
