That whole bolt action thing was a way to get off list 100% frames. Like if you wanted to buy a complete pistol that is not currently available in CA, you could have it shipped to your dealer, then he could swap the top end for the single shot top and DROS it ia a single shot. Then you get home and put the top end back on it.. Does not apply to 80% builds. The current CA law states that by June or July(can't remember which) of 2018, all home made guns in CA must be serialized.. No micro anything is required. That is only for manufacturers of 100% complete firearms.
