can i mount this on my standard flattop receiver, or does it have to have the A.R.M.S. rails?

It is made to mount to a standard flat top. The A.R.M.S. throw mounts are made to make it quick and easy to remove and reattach. When you take it off and put it back on, it returns almost exactly to being on target.
