it's a repeater. brilliant and legal way to sell this in CA!

I think you can (illegal in CA!) swap on a normal AR pistol upper and it functions like normal but i'm not sure

It's a single shot or bolt action at this point.

This point has been extensively debated .. If you can't change the upper, then you can't change a glock slide, or trigger, etc. If you can't change the CA7, then you basically can't make any modification to any gun.

Putting a "regular" AR pistol upper on this CA7 would be illegal, without further modifications due to CA assault weapon laws.

Putting a barrel less than 16" on a "regular AR lower" (I assume you mean rifle lower) is a violation of FEDERAL law, due to the NFA. It's also illegal under CA law, since we have our own state prohibition of short barreled rifles.
