OOS. A while back, I was reading some reviews regarding the PCR saying this pistol is "hard to find." Is that still the case?

It's all czs for the most part are rare in California. Enough people have found out that cz's are the bees knees. With the limited amount of options (roster/production) people buy what they can even if it's not what they wanted. Want a cz75 in 9mm can't find it settle with a pcr if it's in stock and buy the 75 later. It's not really settling for something because they are all great pistols.

CZ pistols come out in batches, every few months or so there is a flood that quickly recedes
