Unfortunately PSA will not ship this direct to CA customers.
You will need to use a middle-man to buy it for you like audiophil2 here on Calguns. This will add to the cost.

Are these sleeved mag wells or dedicated for glock mags?

Appear dedicated. I don't know of any company that produces magwell adapters for glock magazines (only for Colt style).

They have been out much longer than PSA, will ship to CA and have a BB.
