I'm pretty sure Henderson Defense and a couple of other places have sold Arsenal to Californians.

Either way if you really want it, just get a middleman FFL to transfer it.

Yes we have and we still continue to. Last I checked there were a few Arsenal SGL-21s in stock, ready to be made CA-compliant and ship out to CA FFLs.
