As with ANY magazine-fed shotguns in CA you would have to comply with the fixed magazine laws. Once you're there the drum would have to be altered prior to assembly to comply with capacity limits.

You can own the parts kits indefinitely and are free to assemble and use when out of state as long as they are returned to parts when you come back to CA.

Assembling the drum and using in CA would not be legal without the described mods.

If you can legally acquire a 20rd drum, you can use it in an S-12. There is no capacity limit for a fixed mag shotgun.
