You'll have to ditch the threaded barrel before it comes into CA.

No you don't. It would have to come in to CA as a maglock, single shot pistol just like an AR pistol. The maglock would allow the threaded barrel, just like an AR pistol.

Anyone wanting in should hurry because as soon as he finds out he can't do this without an 07 FFL, this deal will probably go away.

So can he legally sell/ship this to us? and if he can't what's the point of giving him our money if he can't transfer this to us in California?

I think the confusion here, is the said dealer in Texas is FFL 01, that probably is registered CFLC(?) process to ship firearms to California.

The only problem is by adding a bullet button, this would be interpreted altering the original state of the firearm, and he would need FFL 07 license to do so.

I thought a type 07 FFL pertains to manufacturing. Adding a bullet button or other accessory doesn't sound like manufacturing to me....

Adding a bullet button doesn't sound like manufacturing or gunsmithing to me.
