Yes sir that specific lower from DPMS is on the BAN List and no midway won't ship directly to CA last time I asked them and in terms of price there are a couple other OLLs cheaper then that

Just a point here: although that is probably a listed lower, DPMS does now have some off-list lowers, specifically the ones stamped "Model A-8"
