I would imagine, provided 2A does intrafamilial out of state transfers, a parent out of state can purchase this as a gift for their child / grandchild. Where Parent buys gun is a non issue.

My doj rep gave me an emphatic no. The parent must possess the firearm at some point. So they could purchase it I could ship it to them then they can ship it back that'd be fine but I can't just hand it to you with their blessing if they have not yet had it transferred into their name
