Too many places try it that way but if the firearm is worked on outside of the property of the licensed Smith or shop and outside his possession it's a transfer and the other person or shop needs a FFL to do the work.
Technically any person working on any part of a gun they do not own is gunsmithing if they are being compensated for it in any way.Comment
