Since they wont ship to CA what do you guys use? I haven't found anything better. Must be a pressurized spray for my use.

With Krylon you can get away with some surface contamination unlike high end coating because it is not expected for Krylon to last or adhere for any length of time.
If your want the cleanest surface before blasting first use odorless mineral spirits to remove the heavy grease, crud and waxes using a stiff brittle brush.
Then after that if it has a painted coating use a paint stripper if a blued coating or rust use evaporust first then rinse off. Spray with Brake Cleaner to get off the lighter oils (the most effective CA allowed is Brake Kleen) hit it with a hair dryer or stick in a oven to get to a 250 to 300 degree temp to burn off everything including solvents.
IF you do all that prior to blasting you will have a perfectly contamination free surface and not contaminate your blasting media as well. Just remember to WEAR GLOVES during the whole process so not to contaminate the surface.
BUT
Since you using Krylon you not really gonna get a good finish anyways compared to better coatings. So don't waste time and money on good surface prep, just use a brush, simple green and rinse off with water and dry with hair dryer then blast or hand sand the surface.Comment

Mentioning baking out in the oven it should be painfully obvious to most that you do not want to use an oven with an open flame. i.e. your home cook top range,
You will have a build up of fumes an can cause a minor to major explosion or fire.
If you want something better then Krylon use Rustoleum and bake the finish when done temperature appropriate to the material being coated.
i.e metal parts 250 to 350˚F

+1 get a gallon at paint store is cheap and lasts a long time, I put it in a tupperware thing with lid and use till reall dirty.Comment

Or, use the appliance epoxy paint from HD, around 5 bucks per can.
Once it cures it's hard as gun vote or alumahide.
