That is instructions for a specific driver that happens to support 4 wire and 6 wire encoders.
They just want the un-used inputs tied low in the case where you use a 4 wire encoder.
Obviously, that's not true on all drivers as some 6 wire drivers won't work with a 4 wire encoder, but all 4 wire drivers will work with the correct 4 wires of a 6 wire encoder...
