It is silver brazed on. Very high temp stuff.
Why do you need to remove it?Comment

No idea but just shove the insert back in and leave it alone. It will not interfere with the scope in any way unless you ultra low mount it. and it will not look out of place.
If you do remove it you will have a raw spot ibn the steel and you will need to reblue to fix it.Comment

Nice thing to do for your Dad.
I believe 722's and early 700's were brazed.
That ramp is held on with two leavers.
If you know what you are doing, use leaver A
If you don't.... then leaver be.
