Getting AK receivers in CA

I called Nodak looking for two NDS-1P's. And Harlan told me they only sell and send receivers out to dealers in CA already signed up with DOJ. Which didn't make sense to me. As my understanding of the new law was that the "importer" from out of state was the one that had to sign up with DOJ. But maybe I'm wrong. He told me my local FFL is on his list. But basically I think that the FFL had simply been the transfer person in the past. He didn't sound like he normally sold Nodak receivers. I emailed him but have not heard back.

Are there dealers in CA with Nodaks in stock? In LA? I guess I can't drive to Stockton to get a receiver(!). Or wherever someone might have them in stock not in LA. I also need two ORF receivers. But have not heard back from them.

Anyone else having similar difficulty? Know of a solution?

Pretty much all CA dealers are signed up with CADOJ, and both the shipping and receiving dealers have to be signed up with the CFLC. The "reason" for the CFLC is to make sure that the receiving dealer is in full compliance with CA law and is set up as a dealer in CA and does not just have an FFL only.

That's not a particularly good recommendation. Nodak can build the receivers better than anyone with a jig can. Nodak heat treats the entire receiver rather than just a few spots. Nodak is the best way to go.
