    Gentleman, an honest question, FFL type

    As stated, an honest question: What type of FFL license will allow me to:

    1. Assist people with repair, finishing, stock work, transfer. (I think FFL1)

    2. Listed above and help with receiver completion. (I think FFL7)

    I am trying to clarify what type of licensing is required to do receiver work and assist with builds.

      think carefully if you want to deal with receivers,assembling a 100% completed receiver is a 01 area,milling is a 07 area

        If you plan to mill your own receivers then yes you need a 07, plus State of CA manufacturing permits, and lots of nasty extra taxes and inspections to pay and do.

        PLUS

        You will have to serialize each receiver and DROS them.


        If you are just slapping parts together that a customer BRINGS to you that they have ALREADY bought then a 01 is all you need.

        If you are putting a rifle together for a customer and they bought everything from you then DROSed it to them AFTER it was assembled you need a 07.

        If they buy everything from you, you DROS it and at a different date they return and have you assemble the firearm you need a 01.



        You CAN NOT mill a receiver from a receiver blank (80%) received from a customer without stamping your manufacturing name, serial number and DROSing it to the customer.

          Thank you for the responses, I have a decent understanding of the difference of Fed law, trying to make sure I get the state angle as well.

          Can I advise as an 01, with no assistance by me someone in my shop bending a flat with my tooling? (AK not AR) Or does that run afoul of the new theme we are dealing with?

          Primarily I want to be able to work on firearms, refinishing, stock repair etc. which would only require an 01; but I know that some friends would want me to help them with finishing an AR or AK build that they cannot finish.

          I would not want to be overly friendly and help someone and run afoul of the law by mistake. That is the reason for question.

          I understand the local permitting, (where applicable) state requirements, (mostly) and have the FFL Reference Guide, just seems too cut and dried in printed form and don't want to get stuck because of "interpretation".

            A type 7 will cover anything a type 1 can do but you need to be zoned right for it.

            Also I am not sure you are accounting for location rent, insurance (probably will be 10k a year plus), ITAR ($2800 to register even if you don't export), excise tax (11% on retail on all firearms made at your location), and all the other business expenses.

            With a FFL you do not want anyone making a firearms on your premises with out your makings on it. So advising a friend on flat bending at your shop is not a good idea.
