        There is no hard fast rule to my knowledge.
        Every one that produces a '80%' must submit it for approval before it can be sold. I believe it's on a case by case basis.
        That being said........From the 80% receivers that have been submitted, and approved for sale as 'Not a Firearm' by the ATF we can say basically two types that I have seen:
        Holes but not bent in the 'U' shape (flat)
        Bent into 'U' shape but no fire control group holes.

        Barrel, and trunnions have nothing to do with it.
        NDS 100% receivers don't have trunnions or barrels attached but are sold (and DROsed) as a firearm.

          It seems to be once the receiver is bent and has fire control holes that they consider it a firearm.
          Anything beyond that is work being done TO a firearm, not a firearm being manufactured.
