Is the cocking tube of an mp5/ hk94 supposed to be a tight fit onto the front sight base or is it supposed to be free floating and just encompassed by the front sight base?

Think of the sight as a triple tree first ring is attached to the barrel. 2nd
Ring is were the cocking tube floats in to and the end cap is secured to the other side of the ring you should notice a detent hole on the 2nd ring were the end cap
Plug springs into locking it in place.
