    Finishing 80% lower question.

Will all these lovely new issues regarding builds I have a question.

I have an 80%, forged, unfinished lower that I will be needing a finish on.
My plan was to PERSONALLY complete the milling process & have it professionally cerakoted(who I'm wanting to do this is not a FFL, but is far more skilled than me in applying Cerakote). As it seems this is now next to impossible to do, I am wondering if I can legally have it cerakoted in its current "not a firearm" state and then do the machining work without the cerakote getting chipped/scratched/trashed in the process?

I would do the cerakote after- to do it before would risk marring the finish- there is at least one vendor here on calguns that can do the cerakote in CA and via mail. GKC armoury http://www.calguns.net/calgunforum/f...play.php?f=314
