    I would call that a receiver.
    As soon as the flat is bent it's a firearm unless there are no FCG holes located to my understanding.
    The ATF is the final word on things like this but I believe they would see what you have there as a receiver.

    And I remember "Under God" being in the pledge of allegiance.

                From what we can tell via the Polish blanks and Henderson Defense blanks, to qualify as an 80%, the pre-bent receiver:

                + must not have trigger and hammer pin holes drilled (possibly NO holes allowed)
                + must not have BOTH the lower rails AND the upper rails completed, but it appears to be okay if EITHER the lower rails are completed OR the upper rails are completed
