Ignore the cut on the top.
The cuts on both sides are intergal requirements for the block to fit where it needs to fit to do it's job.
I'll give a huge hint in that the top cover has to be removed to use this tool.

          hammer block.

The above pictured tool has been to date:

          knife
          mixing spatula
          screw driver
          detent pin retaining tool
          spudger
          iPad glass removal spudger
          raw stock for survival knife
          prybar
          light hammer

I know I am missing a bunch more, just off the top of my head...

Since the Oneida is expensive and it is decent quality, I recommend picking up your new garage tool from the next hotel you stay at. (you can also pick up some very useful other tools there)

The tool is not for an AK type rifle.

Randall- The block with rod- is it to straighten the front sight / barrel alignment for FN FAL rifles?

VytamenC- is the contraption a house built tool for AK barrel pin pressing? I see the toggle which seems to either set a rivet or push a pin. Second guess would be a riveting tool for the AK rear trunion?

                      Yes.
                      It is used like this:

The front rod slides though the forend screw hole in the gas block.
