Gunsmith for firearms made from 80% frames

I have a featureless AR I built from an 80% receiver, but it's giving me repeated failures to feed. I want to find a gunsmith who would have a look at it, but what are the rules for that and who would be willing? I live in Los Angeles.

I'll also post the details of the failure just in case one of you experts can solve this for me over the internet:

The bolt would close on the cartridge or not feed the next round on a regular basis. I switched from crappy range ammo to Winchester 55 grain, and received significantly less FTF's, but not a negligible amount (average of 2-3 per mag of 10).

I'm almost certain it's not the receiver. I milled it pre-ATF witch hunts with a rented CNC.

Also, the mag catch pin wasn't properly inserted, but it's still functional.

As in I should buy new ones, or borrow somebody else's that has already been broken in? I'm having this problem with both my mags, btw.

Mags don't get "broken in". They just get broken. Try any known to function mag in your weapon and see what happens. As far as the rules on a gunsmith. There are none, Any FFL gunsmith can work on it. They may choose not to due to lack of a serial number but it's not illegal for them to work on it. Nor is a serial number required for it to be entered in a bound book, Serial numbers were hit or miss before 1968, it's just their ignorance of the law.

Hmmm, both of my mags were bought brand new, so I hope that wasn't the problem.

As for the FFL, can I leave the gun with them for work? Or do I have to be constantly present?

If they have an FFL you can leave it with them legally no issue.

Thats the difference between licensed and unlicensed gunsmiths. Unlicensed can't have a receiver left there.

Which means that an unlicensed gunsmith is a GUARANTEE of same-day service while a licensed gunsmith will usually keep the gun for days/weeks/months.
