    Blem AR Lowers - Question

Could some of you folks here tell me or give me an idea of who determines a lower to be a blem lower? is it the individual, or the seller, or the forge company? Reason I ask is because some blem lowers I come across will indicate that it has slight cosmetic issues. However I have purchased a few lowers in my time, all forged lowers, and I've come to notice that most to all have some sort of really really minor not so noticeable nick, scuff, or small gouge, here or there, and these are lowers from well spoke of sellers, like Tacticalmaching, etc etc. I was under the impression that forged lowers do vary from each other as I have never had one PERFECT PERFECT in which it didn't have some sort of scuff, or little nick, etc on it. They all did and do vary from each other. However I do know of the lowers in which maybe the buffer detent hole or other features or details could be off by a few thou, etc etc. But the cosmetic blem lowers has had me wondering lately on who or what determines them to be a blem lower from a perfect lower.

The QA person of whomever is selling them determines it. Someone with higher standards will "blem" receivers with very minor issues and someone with lower standards will sell something with more major issues at full price. I got a Noveske Chainsaw Lower and I couldn't find a thing wrong with it.
