I have a few questions about doing an 80% lower and really don't know anyone who has built one. For one do I have to own tools to do it or a drill press? Two do I need a jig if I decide to go to a build party that has a CNC mill? Three do I have to send any forms to the ATF stating that I'm building my own 80% or is that the whole reason why we build and not buy 80% from a LGS? All replies would be appreciated as I would like to do this before 01Jan14.

1. You can ramp up your own tools, yes. Me? I prefer the speed, cost factor, and precision of the CNC method. But I've seen some homemade drill-press jobs that look excellent; and I have high standards. Conversely, I've seen lots of lowers ruined using the drill press method, but lots of guys are able to improve their results on their second mock-up. If you want to do it yourself more power to you. I recommend using a CNC shop that uses Colt's specs (blueprint) with small pin holes.
