Is there anywhere in either riverside or san diego counties that does Duracoating?

You could do it your self. Check the following link. I am about to try it this weekend. I have never used duracoat so the results are unknown.

    Shake and spray kit.

It is pretty easy...if you follow the directions and take your time on the prep.
Here is a pic of my 16 year old's first attempt. I'm not a CAMO guy besides the crappy pic but the rifle came out great! Really user friendly stuff.

Has anyone duracoated an AK receiver without sandblasting, only steel wool or scratch padding and degreasing before finishing?

Duracoat is pretty straightforward. Do your prep thoroughly and carefully, use a decent airbrush and don't rush it. I am staring at my SU-16 which is drying right now. And a little goes a long way, I did a four color scheme with a dead flat topcoat and only used 12 tablespoons of Duracoat, including some wasted in the bottom of the bottle. I would attach a picture if I knew how.

                    No sandblasting?

I did one w/o sandblasting using the shake and spray kit from midway. I just sanded it by hand. Small imperfections still show up, which I wasn't expecting, which could be good and bad (serials still show up, etc.).

BTW-It's my favorite finish on any of my builds. It covered an amd65 with so much left over, I started pulling out a bunch of other parts. I didn't even sand those because I was in a hurry (once you mix it with the hardener, I think you have around 8 hours to use it). We'll see how those hold up...look great, though!

Thanks for the link. I've got some uppers and lowers that don't have a good color match and a couple of 1911 frames that need refinishing. Sounds like a good summer project!

you don't have to sand blast but its the best method to get the surface cleaned up and scuffed for adhesion, you could use sand paper and a good cleaner with scothbrite pad. i've done 2 rifles and they turned out good, but only 1 color and i did sandblast mine.

But as most say PREP is key...
