Having a bullet trap does not solve the issue of it being illegal to discharge a firearm in most city limits.
It would take quite a nice soundproof room to keep the noise low enough to avoid sound complaints.
The easy solution is to go visit an indoor range for test firing.Randall Rausch

Well lets looks at this for the big picture.
You have a few things going on.
One the discharge of a firearm may not be legal in your area.
Two the local police may require a permit for such a set up.
Three proper ventilation
and four Hazmat of the lead clean up.
Now you can set up anything you like in your shop and until you get caught it's fine but when you do you may be in some very deep trouble finically speaking let alone the legal side of things. With California's environmental laws it would be difficult to find a city that would let you set something like this up. But it all comes down to the local municipalityComment

Move to SD (county), the neighborhood (NOT TRACK HOMES) has contests for...most gophers in a weekend...sheriffs dept has zero issue with it.
Bullettrap would be a nonissue from a noise complaint angle, would be nice to test fire a new build before a range or dessert trip.Comment

I know this does not answer the OP's question but here is an interesting story about how it used to be in California.
Back in the 70's there was a gunsmith who had his shop, The Old Armory, near 40th stree and University Avenue in San Diego. Before I paid for his work, he had me do a test fire. He just opened his back door, where there was a tree stump, and I fired into the tree stump.sigpicComment

Good point, but the tree stump was not a live tree, it was an actual stump that was out of the ground and placed near his back door.sigpicComment

I just realized why those streets sounded so familiar, my Grandparents used to live on Polk two houses from the corner of 40th... only one block away from 40th and University. I have a very vague memory of my grandfather taking his shotgun some place to be worked on, we just walked down the street with it over his shoulder.

And here's a tip for anyone thinking of becoming a fully licensed Gunsmith in California. Get a place in the county jurisdiction. Not in a city. This eliminates one tax and document you need to file with the ATF to open. The area I live in will not allow home business to operate other then completely web based business. Then they want a huge inspection/ application fee just to take a look at your business.
I'll be buying a house in the county jurisdiction so I won't need a city business license just a state resale number and a FFLComment
