80% lower millin in LA?

I know where to buy an 80% lower in the LA area, does anyone know where I can get it milled out and completed? Any idea how much it would cost, or if it is even legal to have a gunsmith do this for me?

on a serious note, if you have someone else do it for you, you must transfer from them to you through a ffl like any other firearm.
