    permanently attached to barrel?

I got a barrel coming 14.375in and apparently I need to permanently attatch a muzzle flash/hider/fake suppresser to the end to bring it to 16". What is the exact definition for "permanent" in this regard? Pinned, Dimpled or Weld/Solder?

    From the ATF manual

The ATF procedure for measuring barrel length is to
measure from the closed bolt (or breech-face) to
the furthermost end of the barrel
    or permanently attached muzzle device.
Barrels are measured by inserting a dowel rod
into the barrel until the rod stops
    against the bolt or breech-face.
The rod is then marked at the
furthermost end of the barrel or permanently attach
    ed muzzle device, withdraw
    n from the barrel, and
    measured.

Ok wow. Then what does full fusion mean? My usumption is that both (barrel and attatchment) be bonded at some point or all the way around the diameter of both.

Get it done by a gunsmith if you do not have experience welding. Randall from ar15barrels.com can do it for pretty cheap. he is in culver, or mail it in to him. I believe having that barrel without a pistol lower would be constructive possession unless pinned.

        Good luck

If you have that barrel assembled to an upper receiver with handguards or rails, and a fully completed lower, and you're pulled over or otherwise searched and it's found, you're generally looking at a "constructive possession" type of charge being filed.

If you posses JUST the barrel and no other receiver parts, it's just a barrel.

I dont even posses all the parts to complete the lower at this time. I will be getting the barrel soon so Ineed to find a comp. that is about 2.5" or more in length oa to make it the way I need it. Anyone got suggestions, its AKM 7.62. I want bird cage style unless theres something of Soviet design that is superior.

Even without the lower parts, having a non pistol lower receiver and a short barrel can get you in trouble. I would suggest having the barrel sent to a FFL that can do a blind pin on it or purchase from a distributor who will pin it before shipment to stay legal.

If you want to have the barrel shipped to me, I have a pistol lower so it's no problem for me to possess barrels shorter than 16".
Then, I can perm attach a muzzle device on it for you and you can pick it up or I can mail it back to you.

If it's an AK you need to have the barrel populated BEFORE the muzzle device is permanently attached

Just stating the obvious but make sure you include your chosen barrel nut and gas block if you pin the muzzle device on an unmounted barrel.
