You need to mount the receiver in a rigid vise in a milling machine and small center drill the tit, then drill with a bit slightly smaller then carefully/slowly using lots of oil drill the top/post/tit of the plunger, then with a 1/4" end mill slowly machine the post down to the base of the stud/tit.

Finally/slowly use an end mill to machine down the plunger below the post/tit and it should rotate/break free so you can pick it/spring out of recess.

Its possible the plunger will rotate and pop out at any of these stages.

Trying to use a hand drill or drill press without a rigid hold device will result in the bit going off center and gouging the walls of the plunger and or drill into the receiver causing you a BIGGER problem.

And they do make extended center drills just for this kind of work

When the upper receiver is installed, the tail of the bolt carrier pushes slightly on the buffer which compresses the action spring - the buffer detent is not even really necessary, but any time you open the receivers the buffer will spring forward.

I know a guy that doesn't even run one because his lower was machined incorrectly.

Any of you guys have a machine shop that can help me out? I don't mind paying for it or trading some ammo or beer/food?!
