Use a left hand drill bit without cutting oil.
When the drill bit grabs, the screw comes zipping out.

Yeah, go slow... and when you do get it out, remember... 58 inch/lb is all you need to attach those gas-key screw.

          35 inch-lb is the spec.

If it isn't cross threaded or locktighted, you might be able to get it to move with an automatic center punch, otherwise...drill.

Will the other screw go into the other hole? That happened using a socket key to tighten it by hand?

                You need to:

Try backing out with a sharp punch and hammer.

                Or:
Drill a small hole is the screw in a milling machine with a rigid fixture or vise then use an easy out .

Most likely the screw is heat treated and a hand drill will walk possible drilling partially into bolt carrier depending on which is harder.

Im in redwood city/peninsula and can help today if needed.

When you get it out and install, remember to peen the allen head bolts to the gas check so they will never back out. You peen then at the 9:00 & 3:00 position on each bolt head.

Bolt carriers and keys are pretty darn hard so the threads won't stretch or pull out. So yeah you can (and it does happen) shear off a screw by hand.
Develop a feel or get a torque wrench

Randall beat me to it a left hand drill and worst case heat the carrier to 200 degrees in the oven after starting drill hole slightly.

Yeah, I know mil-spec is 35-40 inch/lb... but I've been following advice from this Armalite note from a while back and also something that Young Mfg posted about how they install their gas-key when they got questioned about not-staking their keys.
