My .357 has .356 chamber mouths
The Hornady and Sierra 158 grain jacketed bullets are sized .357 and won't push through the chamber mouth.
My cast bullets are sized .358

ideally shouldn't jacketed bullets be same as groove and cast be .001" over groove?

You asked for a throating reamer which would tradionally be used in a rifled barrel to increase the length of the throat.
Hence the smaller pilot size as the pilot needs to fit the BORE diameter, not the groove diameter.
You never specified the use was for a revolver cylinder.

What you want is a cylinder reamer.
