    Cutting a 16" AR barrel to 14.5"

So my question is, if I send my 16" barrel, and barrel only, to a gunsmith to get cut, crowned and threaded (for compensator/brake) are they going to make me pin and weld a compensator/brake on the barrel before returning it to me, for the 16" legal length?

No, but you should not be in possession of it unless you have a pistol lower. Constructive possession applies so if you do not have a pistol lower you should not have any other lowers.

Ok. Ya I understand the constructive possession but I was just curious if they were long to "make" me pin a compensator on. I'm in the works of building a AR pistol so I just wanted to know.

I cut barrels to any length people request as long as the length is appropriate to the gas system length.
I leave it up to the customer to keep themselves legal.
As far as I know, every barrel I am cutting below 16" is going to someone for their AR pistol...

And to the OP, if you need a barrel shortened and threaded, I have your back.

Isn't it more so if you don't posess a rifle lower, period.? I mean, what if the person starts off with just the upper and whatever barrel length and no AR style rifle lower at all? I would assume that person is safe.

Possession is not the only issue.
Technically, it is "control" they look at.
Say you own "control" a lower and you give it to your buddy to hold for you.
You still control it even though you don't posess it.
The Feds could say you indirectly posess it because you can tell your buddy (power of control) to give it back to you.
