Lets start a list of anodizers who do type III anodizing for members who may need that sort of service in their area.

A few more "assumptions"...
1. Group buys like this count on everything happening at the same time to save money...standard plating process.
2. If the lowers are finished, everyone needs to get their lowers to the same plater at the same time so they may be plated together.
3A. If the plater holds an ffl, nothing else needs to happen.
3B. If the plater lacks an ffl, everybody needs to take his/her lower to the plater and hang-out until the plating is done.
I think someone would have to be nuts to coordinate a plating group buy on finished lowers...but that's just me.
