Remington 11-87 cycle problems

Cleaned , polished,oiled and replaced mag spring and gas piston and seal. Pull bolt back with dummy rounds .Shell comes out of magazine and hits carrier latch but carrier stays in down position and locks open. Bolt stays open. Polished carrier release and carrier. Won't cycle
Carrier latch spring to heavy ?
Carrier latch bent ?
Carrier dog not engaging action bar or bolt ?

This is the 12 guage.

Any and all help will do.
