I'm located in Folsom. I'd be happy to help you with your build (no charge for calgunners). I have just about all of the tools you need - i think i'm just missing the upper receiver blocks, which go for about $40-$45 shipped. I have a friend in Loomis with those, though.

TDS Guns in Rocklin has offered evenings where you can learn to put together your AR parts into a fully functioning gun before. I attended one whilst my lower was in jail with them. The staff were knowledgeable, friendly, and I enjoyed watching what others were putting together at the same time.
The price was OK too - $25 if I remember correctly. I'm not sure if they still offer this service, but you could phone them and ask...Comment
