AK scope rail mount <newb alert>

I recently bought one of the Maadi crutch kits and while getting everything together to assemble I figured it would be a good opportunity to install the rivet-on rail mount. This is my first AK build and I'm a little confused as to how the rail mounts. I have an AKM flat and Romanian rail mount, using my google-fu I see that the rail mount locates off of the trunnion rivet but none of the other holes line up. Is it necessary to drill the other 2 holes or did I get the wrong mount?

Also, I have a virgin barrel that needs to be populated any recommendations on who could do it? I'd like to get it taken care of before the next build party (whenever that is).
