It's not illegal, though I'd buy new Starline brass. Unless you have a lot of 308 or 30-06 brass lying around.

not a thing illegal about it, as kcstott said, brass is brass, modify as you will, just make sure you have a good set of dies, prep the brass correctly (reaming the neck), and make sure all your measurements are good before trying to shoot it... beyond that, have fun!
