Here's the deal
Since the receivers are being sold as scrap they are nothing more then scrap.
What you do with said scrap in your shop or garage is up to you and what you make of it is therefor American made from materials sourced elsewhere.
So it is perfectly legal to weld up all identifying marks on the scrap and weld it up to a configuration that could be used as a receiver and therefore perfectly qualify as an american made part IMO.
It is not considered a firearm after demilling as per the BATFE. So it is nothing more then scrap steel. Same as if you machined it from solid in my book
