    80% Questions

Hello calguns. I have a couple questions to hopefully lead me in the right direction or answered.

#1 Who and how is it decided what an 80% actually is and at what point does it become a firearm?

#2 If i decide to build 80% where do i send the first sample to ATF or how does it work to get the letter that you need to start?

Thats all i have for now any help or answers will be helpful thanks!!

FYI (STI 80% maybe in the works if i can get this all figured out)

      #1 is the ATF

#2 depends, are you planning on finishing an 80% receiver? if you are then you do not need a sample or anything or any registration after you finish it. All you need to do is purchase the 80% then finish it, then shoot it.

If you are planning on manufacturing 80% paperweight for sale, then that is much different. You must get approval from the atf in that case.
