Build Saiga 12 from flat???

No one is building s-12's because there aren't receiver-less parts kits laying around. Not much point in tearing apart a functioning shotgun just to rebuild on another receiver as the same shotgun. AFAIK the only people doing this are 07FFL's making AOW's.

Yeah, the only reason is to build an AOW. There isn't a huge market for it and if you can afford all the proper paperwork, you likely can afford to have somebody build you an AOW. Most people probably wouldn't want to cut apart their working S12 to do so either.
