The shoulder hole rest, at the far end of the folding stock, should fold down, not up! According to this pic, its UPSIDE DOWN!

I think it's a fabricated/modified piece for a side mount rail.

Underfolder stock is the complete opposite of that "Shoulder thing that goes up"? So that makes it more legal ? Just an assumption on my part.

You sir are correct.
I use a piece of a barrel pin, and the AK builder rivet jig.
Have to think upside down to do it.
Hold the rail,receiver, and rivet up against the press cup, and squish the rivet against the piece of barrel pin which is sitting on the base of the jig below it.
The barrel pin piece is the correct diameter to fit into the cutout on the rail where the rivet is (center specifically).
