Looking to build a M10 or 11. What besides a closed bolt and semi auto, is required to make it Cal leagal? Can I have the folding stock installed? After reading about firing safely, what does that really mean, in regards to a muzzle brake?

Yes. ATF ruled in 1981 that open bolts were too easy to convert to FA. Since then, no new open bolts can be made without a tax stamp, even though it still only semi-auto.
