Can anybody site actual proof that finishing an 80% lower is legal?

You can only site from the law what is illegal...So unless the law says its illegal to build from from an 80%..you are good to go. Do a search on this topic and you will get all the answers you are looking for. There are ATF letters floating around regarding this topic, along with a few hundred pics of finish 80% firearms on this site. The law mainly tells you what you can't do, not what you can do. Hope this helps.

There are many ATF letter out there. You can build your own firearm and it is legal . Some company's who make and sell AR 80% lowers have there own approved ATF Letters for there product .Below I posted a manufacture who sells 80% lowers legit and legal. They also have a ATF Letter I have attached on the sec link. So as long as your allowed to own a firearm and at age you are legal . When I mean legal that your not a felon or suffer from a mental disorder I hope this answers your question.

the making of an NFA firearm
requires a tax payment and approval
by ATF. An application to make a

There are other references too but this is a good one as it tells you as long as its not NFA and you are allowed to have a firearm you are good to go.
