Maxed out on windage adjustment

Tried to sight in AK build at 25 yards.
First shot was very low and to the right, 7" low and 4" to the right.
In adjusting the FS I ran out of windage with the cylinder far to the right in an attempt to move the POI to the left.
Elevation was barely OK with lots of adjustment.
Solutions?
Rear sight leaf with windage adjustment?

Let me guess.... you have a WASR-10.
Is your front sight base cant to the left?

Bad guess. It is not a WASR.
The FSB does not appear to be canted.
Any suggestions?

4" should be easily correctable in the front sight.

Was your sight centered before you sighted in? If it was there should have been plenty of adjustment for 4".

Did you have anyone else shoot it lol.
