Is the Polish PMKMS underfolder the same as a Polish Tantal UF?
Is there a method to fix the underfolder mechanism to make it legal in CA?
What alternatives are there to use a fixed stock with this model?

No. The Tantal is a side folder.

If you want to build it with a solid fixed stock, find a Romanian fixed stock rear trunnion and use that.

The PMKMS is an AK47 chambered in 7.62x39 while the Tantal is an AK74 chambered in 5.45x39.

There are a couple methods to semi-permenantley fix the stock in the open position to meet the CA OAL length requirement. I use a quality hose clamp around the stock pivot shaft to lock the stock. You can also add a threaded barrel extension to get to the OAL to 30" and leave the stock collapsable (unless you wanted to go featureless).

Most of the methods I've seen to fix the stock are as permanent as the stock assembly itself, I wouldn't use the term 'semi'.
